  Personally I don't think it's worth going if you only have 4 hours. Shenzhen is an industrial and commercial city rather than a touristic destination.

  Yes, you can certainly see Hong Kong near the border. However, what you can see is by no means that "typical" Hong Kong in your imagination. You can only see green mountains, farmland and cemeteries on the other side of the border, which forms a great contrast with its Shenzhen counterpart.
